Fuel shutoff valve setting

I noticed on my fuel shutoff valve, which is an electric solenoid valve, mounted directly on the tank, has a flat blade screw head to select "Normal" or "By-pass." It's set to By-pass. What does this setting do?  It seems to be working. I experienced fuel issues this summer so I'm looking everything over.  However, I'm pretty sure it was a dirty carb.  A pic is attached.

Bypass means it is always on. Someone in the past probably turned it to bypass, because the solenoid no longer worked.
