P27 / Length including rudder

Hello all,
I'm the new owner of a P27 and I'm trying to determine if the transom-hung rudder is included in the manufacturer LOA. I can tell from rough measurements that the bow pulpit rail is not included, so I'm curious if the LOA goes from the tip of the stem to the farthest reach of the stern or rudder. Does anyone know for sure?
