Cabin top handrails

I have hull 201 and was trying to remove the cabin top handrails. They are acting as if they are thru bolted, but I can not see how to get to the nuts at the forward end of the handrail. Does anyone know if these handrails are thru bolted?

Mike, I read what you wrote about replacing the handrails and I do not understand a couple of things. If the old bolts were cut flush and stayed where they were, is it correct to assume that you offset the placement of the new screws? And if so, what is holding the new screws? Just the glass rooftop? How strong do you think it is now?
