Md11c not reaching full speed

Hi everyone. We have a Pearson 323 with a md11c volvo. We just had the injectors serviced and water pump rebuilt. It will go up to 3000 rpm in nuetral, but in gear it won't reach over 2000. Any ideas will help. We have vented the lines and rechecked the injectors. Thanks in advance.

Check your fuel and water separator filters.
It could be fuel starvation at load

Di you replace the transmission as well or did you use the old one?

If you used a new/different transmission, make sure it has the same gear ratio as the old one or you will need to re-prop the boat.

I'm assuming full throttle is 2000RPM? Are you blowing exhaust smoke? if so what color? White can be a head gasket, Black is either load(prop) or fuel issue.
